Eleanor Passmore

Eleanor joins Thrive at Five from the Scottish Government, where she was Deputy Director for Early Learning and Childcare from 2021 on. In that role she was responsible for working closely with partners in the sector to deliver the flagship 1140 programme and co-designing a new offer for young children. She is a senior leader with over a decade’s experience of delivering public service reform in England and Scotland, working across health and social care, education and constitutional issues. Eleanor is a passionate about driving improvement in children’s outcomes and putting citizens at the heart of policy design and delivery.
